What diseases are exempt from mobilization? Full list
The duty of every citizen — to protect the Motherland from external threats. But not everyone can cope with this honorable deed. Some people 25-60 years old are not eligible for conscription due to existing diseases. Let's tell you which diagnoses are a good reason for exemption from mobilization. The article is explanatory in nature.
Status
Every man aged 25-60 years in peacetime and during war in the country has some status that determines his suitability for conscription into the Armed Forces of Ukraine. These are categories such as those fit for military service, fit for service in special units, such as in support or communications units, temporarily unfit, requiring treatment, temporarily unfit with a review of status after 6 months, and unfit for military service. VLK assesses a person's health status and determines his status, which is recorded in his personal file.
What diseases are grounds for exemption from military duty?
First, let’s note the groups of diseases, and then we’ll dwell in more detail on some diagnoses. It:
some mental disorders;
some abnormalities in the functioning of the nervous system, including those causing paralysis;
certain diseases of the visual and hearing organs;
certain diseases of the blood and blood vessels;
some respiratory pathologies;
some abnormalities of internal organs (kidney, liver, spleen);
complicated HIV;
cancer with metastases;
complicated viral hepatitis;
some gastrointestinal diseases, such as peptic ulcer, Crohn's disease;
some diseases of the musculoskeletal system.
As is clear from the list, not all diseases are exempt from service. Patients with only certain diagnoses or certain stages of diseases are subject to temporary or complete release. For example, if a patient is diagnosed with partial hearing loss, he may be considered fit or partially fit — in each clinical case status determines VLC. And we will remember this several times. But complete deafness, that is, hearing loss on both ears, is considered a peremptory basis for exemption from service. As for bone diseases, only obvious and complex skeletal deformities caused by systemic diseases become a reason to refuse mobilization.
Among respiratory diseases, a severe form of bronchial asthma is considered a special condition. HIV makes a person liable for military service unfit for military service if serious complications develop due to infection, which is confirmed by the results of the examination.
Let's take a closer look at what illness or medical condition gives the VLK the right to recognize a person liable for military service as unfit for service in the Armed Forces of Ukraine.
Tumors
A person is exempt from mobilization if such health problems are identified:
cancerous formation of any localization with metastases;
aggressive cancers of the circulatory system;
benign tumors that led to large functional disorders, that is, putting pressure on organs and affecting the functioning of systems.
If a person liable for military service is diagnosed with another form of oncology before or during the commission, he may be declared limitedly unsuitable for the duration of treatment.
Diseases of the heart and blood vessels
Those liable for military service with the following confirmed diagnoses receive temporary or complete exemption from conscription into the Armed Forces of Ukraine:
stage 2 B and stage 3 heart failure;
stage 3 hypertension;
complicated heart attacks, strokes with severe functional disorders.
The commission considers individually questions about the status of those liable for military service with advanced stages of vascular diseases, such as atherosclerosis, thrombosis, and varicose veins. The patient will be declared temporarily unfit or unfit for service in case of serious circulatory disorders.
Diseases of the lungs and respiratory system in general
If you want to find out what diseases are not being mobilized with, pay attention to respiratory diseases in which the VLK will issue a resolution to exempt a serviceman from service in the ranks of the Armed Forces of Ukraine. These are chronic pathologies of the bronchi and lungs, which are accompanied by serious disorders of respiratory function. If a person has severe bronchial asthma, he will be exempt from military service.
Gastrointestinal and digestive diseases
Patients with the following health problems receive full or temporary exemption from mobilization:
pathologies and deformities of the jaw, face, accompanied by difficulty breathing, chewing, and impaired speech function;
gastrointestinal diseases with significant dysfunctions;
acute stages of gastric and duodenal ulcers;
some diseases of the liver and gallbladder.
Vision and hearing
Those liable for military service with the following health problems will be declared unfit for service in the ZSU after passing the commission:
pathologies and abnormalities of the organs of vision that significantly reduce the function of both eyes;
structural diseases of the visual organs that limit visual function and affect both eyes;
refractive errors;
critical vision loss.
People with complete hearing loss and deaf and mute people are not called up.
Blood diseases
They are not drafted into the ranks of the Armed Forces of Ukraine for such diseases in case of significant functional disorders and severe systemic problems:
anaemia;
blood clotting problems;
haemorrhagic (idiopathic and juvenile bleeding) syndromes.
Diseases of the endocrine system
Let's tell you more about what diseases free you from mobilization in wartime. People with diseases of the thyroid gland and other glands and diabetes are not accepted into the Armed Forces of Ukraine. But only if the disease entails serious functional disorders. Even obesity with severe dysfunctions can be a reason to free yourself from mobilization.
Skin diseases
Those liable for military service with atopic dermatitis of some stages, ordinary pemphigus, will not be drafted into the army. For other severe skin diseases, a person may be declared temporarily unsuitable for the period of treatment.
Musculoskeletal diseases
Give a deferment or complete exemption from mobilization:
arthropathy;
pronounced acquired limb deformities;
in some cases, amputations.
For example, a person with double-sided amputation of arms or legs will not be called up. A patient who has undergone unilateral amputation of the foot in the upper third of the leg and above will not serve. Some diseases of the spine and bones may be grounds for delay or complete release from service if they entail serious functional impairment. Let us repeat that in each case, VLC members consider each clinical case on an individual basis and only after studying all available information make a decision.
Urinary system diseases
People with diseases of the urinary system with significant dysfunctions, for example, kidney failure, are not called up.
«Nervous» diseases
The commission recognizes you as unfit for military service with confirmed diagnoses such as meningitis, encephalitis, systemic atrophy, cerebral palsy, epilepsy, which is accompanied by a mental disorder, and others. All clarifications can be found in Order № 402 of the Ministry of Defense of Ukraine.
Mental illnesses
Patients in psychoneurological departments are removed from the military register if they are diagnosed with persistent mental disorders, patients with addiction syndrome, if the condition is accompanied by persistent mental disorders. Also, schizophrenics and mentally retarded people whose diagnosis has been clinically confirmed are not subject to conscription.
How to prove illness
But it is not enough to know which diseases free you from mobilization, and even «have them in your arsenal. It is equally important to confirm your inability to serve in the army. Often doctors of the military medical commission do not take into account diagnoses if there is no documentary evidence of them. In this case, the person can challenge the decision of the VLK.
It is worth noting that today the amount of fines for violations of military registration and mobilization has been increased. In addition to administrative liability, criminal liability is provided. Therefore, in order not to join the ranks of military personnel if you have an appropriate diagnosis, it is important to prepare in advance, undergo an examination, and collect confirmation of the disease.
Good, unfit, temporarily unfit
It is important to understand that the list of health restrictions for mobilization differs in peacetime and during war. Moreover, with one diagnosis, one patient may receive a reprieve and the other may be deemed fit to serve in separate parts, such as communications, supply or logistics units. Therefore, it is important to collect all the necessary documents and undergo examinations that will confirm the existing diagnosis. And even if in peacetime you were declared unsuitable, today your status may change. For example, during a war, patients with the following conditions are subject to mobilization:
clinically cured tuberculosis;
viral hepatitis in moderate functional impairment;
HIV that is asymptomatic;
non-progressive diseases of the blood, endocrine system, psyche, nervous system, if they occur without severe symptoms, are controlled with medication and do not affect the functionality of the body.
Those liable for military service with such diseases can be drafted into the ranks of the Armed Forces of Ukraine if necessary.
